This is not a submission of additional information on the complaint. It is notice of a conflict of interest affecting the investigator assigned to it, Cpl. Joseph Fraser. (Detailed below, and further in the thread below.)
The Public Complaint Investigator on file 2026-1781 is Cpl. Joseph Fraser. The RCMP's Final Report of June 4, 2025 on file 2023-1031, signed by Insp. Cory Bushell, states:
"Corporal Joseph Fraser, Public Complaints Coordinator, of the Halifax Regional RCMP Detachment exchanged emails with Corporal Welke regarding this public complaint."
That email exchange appears to be the sole identified source for Cpl. Jessica Welke's account in the Final Report, and it is highly contested — in detail — within my submission to CRCC Review, accepted July 17, 2025.
Cpl. Welke, Ret. Sgt. Allen and Insp. Bushell are all subject members of file 2026-1781. Cpl. Fraser has assigned the allegations against them himself, and has assigned Sgt. Stevens, Ret. Sgt. Allen and Insp. Bushell "Neglect of Duty — Public Complaint Process." That process is the 2023-1031 investigation he was part of. He would basically have to find against himself. In other words, Cpl. Fraser is now being asked to assess alleged neglect in a public complaint process in which he himself previously participated, and any finding that the 2023-1031 process was deficient could reflect directly on his own prior conduct — creating an obvious risk of bias, and directly affecting CRCC, CSIS and public confidence in those processes.
The actions of the CRCC and the RCMP have now placed the integrity of the investigation in further serious jeopardy. There is no way to have an impartial investigation given the conflicts within the RCMP and the detailed misconduct of the CRCC. This is after three years of a victim's life wasted. And there is still no investigation into a sexual assault, national security issues or election interference. Had this been escalated to the Commissioners when I attempted to do so — communications the CRCC characterized as frivolous — this conflict could have been addressed much earlier, and the core concerns would already be under investigation.
I am asking the CRCC to:
- Record this conflict of interest on file 2026-1781.
- Advise whether Cpl. Joseph Fraser has himself declared or reported this conflict.
- Advise whether the CRCC considers Cpl. Joseph Fraser's prior involvement in 2023-1031 to create an actual, potential, or perceived conflict of interest in 2026-1781, and explain why or why not.
- Advise what steps the CRCC will take in response.
- Advise whether the CRCC was aware of Cpl. Fraser's documented involvement in 2023-1031 when he was assigned to 2026-1781.
- If Cpl. Fraser is to remain assigned, explain how the CRCC proposes to preserve the independence of decisions concerning allegations that may require examination of the adequacy of the 2023-1031 process in which he participated.
- Advise whether the CRCC considers this disclosure frivolous, vexatious, or otherwise objectionable.
I have detailed the conflict of interest and asked Cpl. Joseph Fraser myself, in writing on August 13, 2026, whether he considers himself a conflict of interest and whether he has reported it:
