Scott Jewers documented the broader structural damage caused by Jefferies' conduct — that by forwarding the complaint to Dan Kinsella while Kinsella was directly implicated, and while 96% of HRP officers had voted no confidence in Kinsella, Jefferies had exposed all those officers to a compromised process. He documented that officers including Stephen Pope could never trust the Professional Standards process knowing how compromised it was — and that Jefferies had effectively compromised their lifelong careers to protect his own position. Scott Jewers characterized this as criminal negligence that had opened HRP to massive litigation not only from him but from those other officers and the person involved with his bookbag.

The Logical Contradiction
Curran's July 7, 2023 closure letter states that the evidence makes it clear Kinsella did not take part in the arrest and that the Code of Conduct does not render the Chief vicariously liable for officer misconduct. However the arresting officers were removed from the investigation by Jonathan Jefferies before any statements were taken from them. No inquiry was made into what was communicated up the chain of command on August 2, 2022. Curran therefore had no evidentiary basis for his conclusion that Kinsella had no involvement. Curran acknowledged potential officer misconduct, blocked investigation of it, and then used the absence of that investigation as the basis for clearing Kinsella.

July 7, 2023 — Inspector Ron Legere Issues Form 11 Decision Dismissing PC-23-0049; Arresting Officers Again Omitted; TWNN Alpha Web Version Launched Seven Days Prior — File PC-23-0049 / HRP / TWNN Corpus
On July 7, 2023, Inspector Ron Legere, Delegated Disciplinary Authority for HRP, issued the Form 11 decision in PC-23-0049, concluding that no officer committed a disciplinary default and not sustaining any allegations. The investigation was conducted by Jonathan Jefferies and covered only Constable Jarius Lamphier and Constable Stephen Pope as subject officers — despite multiple direct submissions to Jefferies asking why the arresting officers had been removed from a complaint specifically about a false arrest, none of which received a substantive answer.
Legere's decision on the bookbag noted that it was most likely the original arresting officers who turned the property over to hospital staff — directly contradicting the CPSNS notes stating Scott Jewers' belongings arrived with the previous client who was also being held by HRP.
Seven days prior to this decision, on June 30, 2023, the TWNN Alpha web version had been launched publicly. HRP Professional Standards had been made aware of it, as had media. This is documented here as significant because if media had relied upon Curran's publicly created record they would also have had to acknowledge that TWNN Alpha existed and contained a documented counter-record — failing to do so would have exposed them to defamation liability given that a clear rebuttal was already publicly accessible.
Both the TWNN Alpha submission and the rough transcript of the August 5, 2022 meeting with Kristen Holm were provided to Jonathan Jefferies in the same email on April 3, 2023. The Form 11 decision references the rough transcript and uses it in its findings. It does not reference TWNN Alpha or the Excel file titled The Wolf and the Neural Network — A Global Security Review, submitted June 11, 2022 and started June 14, 2022. The omission of one document while relying on the other from the same submission is documented here as a material inconsistency in the record.
The broader context surrounding this decision is documented as follows. Bill C-18 received royal assent on June 22, 2023. Jamie Irving stepped down from the Postmedia board on June 22, 2023. Postmedia confirmed the end of merger discussions with NordStar Capital on July 10, 2023 — three days after the Form 11 decision. Patrick Curran throughout the PC-23-0049 process had been copying correspondence to Dan Kinsella — a named subject of the underlying complaint — while simultaneously recording the wrong arrest date across multiple official documents, which would have obstructed any proper review of what other events occurred on the correct dates. By August 31, 2023, Scott Jewers would be served by a bailiff with a fraudulent NSHA trespass notice falsely stating he had been physically present at an NSHA facility when he was not. On September 6, 2023, Dan Kinsella announced his retirement.
Scott Jewers filed a Notice of Review (Form 13) on July 24, 2023. Patrick Curran issued his final decision on March 22, 2024, declining to refer the complaint to the Nova Scotia Police Review Board. That decision is documented in the March 22, 2024 corpus entry.
