This submission requests a full criminal investigation into the College of Physicians and Surgeons of Nova Scotia (CPSNS) and named employees for the following conduct: covering up reported sexual abuse against a physician, abuse of vulnerable patients, and the fabrication of regulatory records.
Named Employees (non-exhaustive):
- Michelle Ouellette
- Suzanne Husbands
- Crystal Morgan
- Douglas Grant
Michelle Ouellette's conduct is the entry point. Ask her — and their legal counsel — to define "end of day." The record shows they knew about the reported abuse, failed to offer a mandatory review, and fabricated reasons to close the file. That misrepresentation connects directly to Suzanne Husbands, then to the fabricated records of Douglas Grant and Crystal Morgan, both of whom failed to investigate a reported sexual assault against a physician. The chain extends further to Kristen Holm, who removed Stephen McNeil's name from the written record and fabricated additional records — conduct that can be confirmed by comparing her legal and medical records against the audio recordings. They do not match. The fabrication was deliberate and intended to deceive both the legal system and law enforcement.
Given how flagrant, violent, and persistent the abuse was, there is sincere reason to believe other victims exist. This matter is clearly in the public interest. CPSNS permitted NSHA to threaten the complainant while simultaneously fabricating records of their own. The evidence is substantial.

You can see the fraud for yourselves. Michelle Ouellette has already confirmed the pattern. Ask her what "end of day" means. She knows she misrepresented it and will not correct it — while stating that others in her position would not have done the same. This is systemic fraud, and you can use her own words and statements verbatim.
Michelle Ouellette will single-handedly bring down CPSNS while arguing that it is unreasonable to expect her to understand that 12:16 PM is not end of day. This is negligence at best, and more reasonably intentional fraud — committed while a violent sexual assault was being reported to her. She was given repeated opportunity to correct the record. She chose not to.
This gives you the ability to protect your communities — your friends and families — from this kind of institutional fraud and abuse, with full access to an active RCMP case file.
If you do not act, you justify the public's mistrust in you. If the RCMP act and media does not, that discrepancy will be noted publicly and will speak for itself. If you claim to be victims, the public will see right through that charade.

Under file Attachment5566, I am requesting that the investigation be extended to include Cox & Palmer employees Colin Clarke and Jane Bates. If Cox & Palmer do not respond within five days, I am requesting that all senior partners be brought within the scope of the investigation.

You have already caused enough damage covering up what occurred. You have now directly compromised the shipbuilding contracts with Cox & Palmer. If you don't come forward and admit the conflict of interest, Cox & Palmer will likely sue you.
As of now, your name is being used to cover up serious abuse — including planting evidence on Canadians' phones and sexual assault. The RCMP is going to have to investigate, and if you lie to them, it only takes one person coming forward and you will face serious jail time.
And for what? To protect corrupt billionaires, sex offenders, dirty cops, and racists?
