2023-09-27 11-31-09 RCMP Civilian Review Corporal Stevens

[00:00:00] Sergent Stevens: Corporal Stevens.

[00:00:21] Scott Jewers: Hi, corporal Stevens. This is uh, Scott. Yours. How are you?

[00:00:24] Sergent Stevens: Hi Scott. How you doing today?

[00:00:25] Scott Jewers: I'm doing good, man. Doing good. How are you?

[00:00:29] Sergent Stevens: Good. That's awesome. I was having trouble messages and I see you called me back there. What? Yesterday maybe?

[00:00:36] Scott Jewers: Yeah, it was like there the day before or something like that.

Yeah, I was a little late on her. Yeah. Um,

[00:00:40] Sergent Stevens: yeah, so I'm Scott, I'm investigating, um, the, just the public complaint that you made there regarding, um, um, so I that and a read through. To the complaints commission there.

[00:00:58] Scott Jewers: Mm-hmm.

[00:00:58] Sergent Stevens: Um, uh, there's obviously a lot of information there, and so it's kind of, it's kind of hard for me toif through all of it.

So, I mean, I think that, uh, a meeting between us is in order at some point just to kind of go through what your main concerns are and see if we can come to some sort of, uh, resolution to, to. Anything you, you're open to doing or,

[00:01:20] Scott Jewers: uh, yeah, I think that that's the only way to appropriately handle it. That way you can answer any questions that, or I can answer any questions that you might have.

[00:01:27] Sergent Stevens: Sure. Um, I dunno, so I out the Musquodoboit Harbour attachment and I think you live like in Ecum Secum or somewhere in

that neighborhood. Is that right?

[00:01:35] Scott Jewers: That's right, yeah. Way out there.

[00:01:37] Sergent Stevens: Um, so I dunno, I guess what your, what your schedule is like. And when time to meet would be, um, do you typically work like during the day or, uh, like what, what time of day is I guess, works best for you?

Then I can kind of try to work my schedule as

best I can.

[00:01:57] Scott Jewers: Honestly, I'm not working right now, so like anytime really works for me. I'm pretty open.

[00:02:02] Sergent Stevens: Okay, fair enough. Uh, do you have a preference? Like, uh, like day, a week or anything, or

[00:02:06] Scott Jewers: No. No. Whatever really would work. I can try to work out.

[00:02:11] Sergent Stevens: My schedule here. Okay. Are you, uh, I guess, are you open to like coming to Musquodoboit or is that too far away for you, or what, what's your preference there?

[00:02:22] Scott Jewers: I can come to Musquodoboit that way it'd probably be easier for you. That way won't interfere with your general duties too much.

[00:02:28] Sergent Stevens: Okay. Um. There's obviously a little ways off here, but i kind of got my hands full for the rest of this week, but, um,

wanna go like the seventh? Seventh?

[00:03:15] Scott Jewers: Yeah. That's 7th of October.

[00:03:17] Sergent Stevens: Yeah, that's, um, that's a Saturday. Does that matter?

[00:03:21] Scott Jewers: No, that don't,

[00:03:22] Sergent Stevens: there won't be anybody around the office. It's probably easier for, easier for us to, um, to talk if they being interrupted and stuff, so,

[00:03:30] Scott Jewers: yeah. No, that's, that's probably better. Yeah, that's probably better for both of us.

[00:03:35] Sergent Stevens: Okay, so October 7th. Um, what time, what time works for you? I'm on on days that day, so I can do kind of, um, you know, it doesn't have to be crazy early there. Do you wanna do say nine o'clock or something? Does that work? Or do you want to go a little bit later or?

[00:03:50] Scott Jewers: No, let's do nine a ni 9:00 AM we're gonna need at least an hour to talk about it.

[00:03:54] Sergent Stevens: Yeah, sure.

[00:03:55] Scott Jewers: Okay.

[00:03:56] Sergent Stevens: Um, ok yeah, 9:00 AM at the detachment in Musquodoboit you know where that is, I'm assuming,

[00:04:01] Scott Jewers: yep. I can't miss that one.

[00:04:04] Sergent Stevens: ,Yeah, you can't miss it exactly. So I've got that written down here and we'll, uh, we'll go over talking about it then, Scott.

[00:04:10] Scott Jewers: Okay. Awesome. There is just one thing I'd like to say before we, we hang up there and before we meet. Okay. I'm not sure what they told you in the complaint, um, but right now with this is currently going through a security review with RCMP, with and with CSIS in the Department of National Defense. I am a global technical expert. And, uh, we're currently doing a security review. Okay? I don't want you to be caught off guard by this.

Now, the chief of police in Halifax has resigned because of this issue. There have been several resignations, including several on Irving's side as well as their, uh, few of their executives. So my recommendation would be just a recommendation. It's not up to you that in the video list that you started video four. Just take a look at that one video in video five, and that should act as a primer for the rest of the conversation. It's not my goal, Mr. Stevens to entrap you or ask you trick questions. Um, I ultimately, I think it's really inappropriate that they assigned this case to you, given the circumstances, and given the threats from other local officers.

So I just want you to know that I have no problems with police. I'm disappointed that they put this on your back. It should have gone to a senior officer, but this is what we're working with, so I'm gonna do my best. Okay.

[00:05:18] Sergent Stevens: Okay. Uh, I guess just, just kind of one, the video you mentioned there, Scott, the one that I need to watch.

[00:05:23] Scott Jewers: Yeah. It's video number four. It's, uh, to do with, uh, emic, uh, DND and the Nova Scotia government. Um, that's right. Um, yeah, so, uh, and ultimately the overall topic's gonna be relating to use of spyware with our RCMP. Um, and, uh, yeah,

[00:05:40] Sergent Stevens: I just wanna be, I just wanna be entirely clear too, so that we get off on the right foot Scott.

[00:05:45] Scott Jewers: A hundred percent, man. Yep. Please be honest.

[00:05:48] Sergent Stevens: So, so I am, I know obviously you mentioned a lot about like DND government, uh, stuff like that. I kind of got that from some of your messages that you had provided, stuff like that.

[00:06:00] Scott Jewers: Yeah.

[00:06:00] Sergent Stevens: Um, at the end of the day, that's not what my, what my role is in this. My role is to investigate wrongdoing by RCMP when it comes to you.

[00:06:12] Scott Jewers: Yep.

[00:06:12] Sergent Stevens: Nothing to do with anything to do with other, um, forms of government.

[00:06:18] Scott Jewers: 100%.

[00:06:19] Sergent Stevens: Right. I just wanna make sure that we're clear on that because, uh, I obviously have jurisdiction when it comes to anything to do with that. I'm just basically, um, looking. To, I guess, funnel down what the RCMP, um, you know, what they've done incorrectly in your eyes and resolve. Right. So we'll stay on task as best we can when it comes to that. And, uh,

[00:06:44] Scott Jewers: 100, 100% right. And it's the way that when the, the whole point of it is about like how when RCMP was presented with the evidence of serious, like crimes being committed and serious, like abuse towards me, how they handled that evidence, even though it was so. It was so accurate and sincere. So that's, that's why it's, it's coming out. That's what I mean. It's like I didn't want to catch you off guard because at first it seems like it's not related, but once you actually like, look at it and talk about it, you're like, this guy took this to RCMP and they didn't take this seriously. That's that, that's what I mean. Yeah.

[00:07:16] Sergent Stevens: Okay. Sounds good Scott . I'll review that video video before the seventh and then, uh, yeah, we, we'll meet then.

[00:07:22] Scott Jewers: Alright, sounds good. Here,

[00:07:24] Sergent Stevens: you've got my number there, so,

[00:07:25] Scott Jewers: Hey, same to you, man. If you need anything or you have any questions, I'm here.

[00:07:30] Sergent Stevens: Thanks Scott, take care now

[00:07:31] Scott Jewers: Thank you. Bye-bye.

[00:07:31] Sergent Stevens: Bye.
